A foreign national who falls into one of the below mentioned categories may qualify for permanent residence:
- If the applicant falls within one of the professions listed on the quota schedule and is in possession of a permanent contract of employment.
- If the applicant possesses extraordinary skills or qualifications.
- If the applicant has established or is in the process of establishing a business in which they intend to invest the prescribed financial contribution.
- If the applicant is an asylum seeker and has held such status for at least 5 years and has been certified by the Standing Committee for Refugee Affairs as not having a change of status.
- If the applicant is retired.
- If the applicant is financially independent.
- If the applicant is a relative of a citizen or permanent resident.
- If the applicant is working for a foreign state, international organization or foreign educational institution.
